Is this against the rules?

Most of it is ordinary browser-extension behaviour: hiding and rearranging what your own browser has already loaded for you, the same as an ad blocker or a reader-mode extension. Bulk unfollowing is the one feature that changes something on your account, so it is manual, paced, and entirely up to you whether to use it. We cannot promise how X will treat your account.

Does it post, follow or message for me?

No. It never posts, follows, likes, replies or sends a message. The only action it can take is unfollowing someone you pressed unfollow on.

Does it work on my phone or in Safari?

No. Chrome, Edge, Brave and other Chromium browsers on a desktop.

Site blockers give you one switch: all of X, or none of it. Nobody leaves those on, because you still have to post and answer people.

This turns off only the part that scrolls at you. Your home timeline, Explore, trends, who to follow, search results and the posts on other people's profiles all come back empty. Everything else is untouched.

Muting tells you what you are missing. Licence

Mute an account and its posts still leave a grey box with a button to reveal them. You know something is there, so you press it. You end up reading it anyway, a few seconds later.

Muffle hides the post before it reaches your screen, with nothing left to click. It can match on who someone is as well as what they wrote, so you can hide everyone whose bio mentions a phrase you are tired of reading.
